The text examines the relationship between the European Union and regional parliaments, focusing on their mutual impact. It explores how the EU influences the organization and competences of regional parliaments, particularly within Spain's Autonomous Communities. It also addresses the limited role of regional parliaments in the European legislative process and proposes strengthening their role through permanent committees and European affairs offices. Finally, it emphasizes the importance of fostering interparliamentary cooperation and democratization in the interaction between regional, national, and European legislative levels.
