This article focuses on the use of ex ante evaluation by the legislature (prelegislative scrutiny). It opens with a brief summary of the law in Spain on ex ante evaluation that deals with the Executive and then examines the use of prelegislative scrutiny by the British Parliament. It starts with its background, introduces the current use of pre-legislative scrutiny and uses an example to illustrate how it works. Finally, it suggests whether this tool could be adapted and be used by the Spanish legislature.
