Abstract

Democracy is the pillar on which the Constitutional Rule of Law is based; its purrpose is the protection of fundamental rights and the control of power. The semi presidential democratic model of government of the Peruvian Constitution develops in the strong tension between the government and the opposition; which explains the use of the vote of confidence and the dissolution of the Congress of the Republic, as mechanism of the Executive for the control and balance of powers, in the face of the arbitrary and corrupt exercise of the Legislative Power, during the period on 2016-2019.
