The text provides a profile of Torcuato Fernández-Miranda y Hevia (1915-1980), a key figure in Spain's political transition to democracy. An Asturian jurist and politician, he began his career as a professor of Political Law at the University of Oviedo before holding significant positions during Franco's regime, including Minister Secretary General of the Movement and Vice President of the Government. As President of the Cortes and the Council of the Realm, he spearheaded the Political Reform Act, a cornerstone of Spain's democratization. His legacy includes notable works such as "La justificación del Estado y Estado y Constitución". He passed away in London in 1980.
