Chronicle of regional interest: "Again, the debate on parity in regional law: the Basque Country and Andalusia in 2005"
Abstract
This article examines the legal and political debate on gender parity in regional law in Spain, focusing on the 2005 legislative reforms in the Basque Country and Andalusia. Through a critical analysis of equality and electoral laws in both autonomous communities, it explores constitutional implications, such as gender quota reservations and changes to electoral lists. The text discusses tensions between formal and substantive equality, political participation rights, and the autonomy of political parties. It also assesses potential constitutional violations, particularly regarding competences and freedom of association, while reflecting on the evolving role of women in representative institutions.
