Introduction to the figure of the presidency of the Spanish parliamentary assemblies
typological location and characteristic features
Abstract
This text explores the role of the presidency in Spanish parliamentary assemblies, analyzing its typological position and distinctive features in comparison with other international models, such as the British "Speaker" and continental presidencies. Key differences are detailed regarding authority, neutrality, and independence, highlighting how these factors influence parliamentary dynamics and the perception of the role. Additionally, the historical evolution of this figure is examined, from the 1812 Cádiz Constitution to the present day, reflecting the influence of various constitutional and regulatory frameworks. The work emphasizes the interaction between the presidency, the Board, and the Spokespersons' Committee, underlining the importance of plurality and participation in the internal organization of Parliament.
