Is a new model of financing for Catalonia based on economic agreement legal?

Abstract

The Catalonian Govemment seeks to change the financing system of the Au- tonomous Community to reach a pact with the State through the form of an eco- nomic agreement. That plan has no constitutional backing as the first additional provision of the Constitution does not apply to Catalonia which therefore cannot claim on this subject the concept of historical rigths. Any changes in the auto- nomic system of funding should be part of the Organic Law on Financing the Autonomous Communities
